What would cause a transmission not to go into gear at all.

I appreciate that you have done some testing and work hands on – but you haven't really figured out if the commands are being made and the response from the commands are being fulfilled. If electrically it's not getting the information through, then there's an issue electronically. If electronically the information and signals are going through, but mechanically there are no reactions - then you have mechanical concerns.
