Why is my radiator fan staying on

so I have a 2016 Silverado Ltz and the radiator fan stays on the entire time the truck is running. Also the ac don’t get cold until 10-30 minutes. Then is blows super cold all day. I changed the coolant temp sensor and disconnected the battery for 10 minutes and it still doing the same thing. I’m not getting any codes and my gauge on the inside is reading correctly. Any ideas?
