Have the brake shoes been replaced lately? Any rear brake repairs? Proper shoe installation, proper mating surface of the drums and proper operation of wheel cylinders with no leakage and the correct installation of springs and components comes to mind when it comes to rear brake lock up. A good brake inspection is in order - to ensure all is properly installed and in good condition. If brake fluid has been changed, perhaps a fresh system bleed is needed.
