Changing lock cylinder? How do I reprogram my new key & lock cylinder to work in

You would have to purchase access through a third party, like All Data or Mitchell One, to name two options. I would say this is not likely to be a "do it yourself" situation. Even dealerships use locksmiths to re-key new locks to fit existing keys, and require specialized secure diagnostic equipment to program keys appropriately.
