I don't know what the test you are performing would say. The wiper motor should run using low speed except when turned to high, according to the shop manual. Varying degrees of low speed as determined by the wiper control module and inputs by the wiper switch. If you have a completely inoperative wiper system, focus on switch and wiring basically, according to the workshop manual. Ensure your new motor is properly wired too.
