My OBD II is advising me to check the following: charcoal canister, flow meter, vent solenoid, purge solenoid. What is the best way to go about this?

There are a few different ways these systems can fail. It's best to have a full understanding of how the system operates before trying to diagnose it, otherwise it's hard to know what's working right and what's not. Do you have the specific diagnostic codes from the OBD system?
I am not getting specific codes only a constant yellow light and the EV monitor. No check engine--nothing. However, for 3 years I have battled intermittent starting and I have had it. It has even been to the chevy house. No luck there either.
I guess I don't understand, how do you know there's a problem with the systems you listed above? I'm not familiar with the EV light, is this a Hybrid?
gasoline, it a flashing monitor on my OBD II
