The blower only working on high typically indicates a faulty blower motor resistor/relay, often located near the blower itself in the ventilation ducting. This is a common repair for older vehicles, so obtaining replacement parts should be straightforward and cost-effective. The air only coming through the floorboard ducts is most likely due to an issue with the mode door/valve actuator or the mode door itself. Accessing the mode door/actuator can be challenging as they are often hidden behind the dashboard, making access difficult at times. Determining the cause of the issue might require some effort, but the process itself is fairly simple.
