where is the instrument voltage regulator

Customer Concern: Tachometer, speedometer and voltmeter are dead. Fuel gauge is stuck at 1/2 full. Oil pressure and coolant temperature gauges work correctly. Tests/Procedures: 1. Verify the GAUGES and the IGN fuse are good and have 12v across them with the ignition on. 2. Remove the Instrument Panel Cluster (IPC). With the ignition on, verify there is power at terminals C5, D5 and D10. 3. Check for good grounds at terminals C7, C8 and D8.
