Has power but wont crank

What is your question?

I have a 1992 chevy g20 van was driving and it shut off then it cranked then stopped cranking now it has power but wont crank at all. Has new battery and atlernator plugs and wires and fuel pump.took a prybar to starter on posative and negative with ignition on and that didnt engadge starter and should have. What isssue could this be starter solenoid or ignition switch?
