My 1998 Chevy Express 2500 12 passenger Van has water leaking onto the rubber passenger floor mat when it rains. I have shop vacuumed the cowl under the cowl grill but cannot tell where the water is supposed to drain. When I pour water in the cowl I can see it leaking out under the hood at seams in the cowl duct (?) The water does not come into the van if it is parked on a hill, nose down. When I move the van to a nose up position water drains onto the rubber mat on the passenger side. Is there any way to verify that the cowl drain is plugged/unplugged other than to pour water in the cowl and guess?
What makes this problem better or worse?

Probaby 6 months - but not observed unless we have a lot of rain

if it's been doing it for 6 months,then it's possible that the A/C condensation drain is clogged. if water is not draining,making a puddle under the Van when running the A/C,then the drain is clogged and draining in the pass side floor.
I had exact same problem recently, 2006 express 3500. Out of desperation, I poured draino type drain cleaner into the cowl during a light rain. Problem gone in like 5 minutes.
