Starter will not engage. Starter was replaced 1000 miles ago. All lights come on in dash, relay under hood clicks. Over 14 volts at battery. It seems something like the neutral switch or some other safety switch. Truck has 185,000 miles on. Where is the neutral switch located. Any help would be appreciated. Thank You,

14 volts at the battery is too much. Meaning, I doubt the validity of your readings. A battery, even when overcharged, will not hit more than 13 volts when measured. And when put under load, will drop well under 12. That said, it definitely sounds like a blown maxi-fuse, improperly mounted cables, corroded or open cables, or some other power related issue. Or the starter itself could be faulty even if just replaced. Testing is the only way to find out.
Before replacing any parts you need to check for power at the starter. It's possible you have another faulty starter. Alex
