Lights flashing even when key off

What is your question?

Make sound like turn single cliking and they flash like hazard flashers are on lights inside flash and clock on radio blinks

What makes this problem better or worse?

Stops after a min or to and almost soon as key comes on

My initial reaction is that the 12 volt battery needs to be checked to verify proper state of charge and the ability to sustain a load. Often times, electrical oddities are caused by a battery not able to handle the stress on it.
