i have changed pump and fliter still only reads 20 psi witch is why i replaced them in the frist place it cranks but it will not start . however it has spark to the coiles and i have inspected the charging sistem to check the voltage to the new pump.i can not check the regulator do to the assy and the fact that it has medal lines this truck will turn over it was working 20 day ago. dose any one know what else i can do or another way to check the regulator?im stumped and dont know what to do thanks to all who can help

It sounds like you have either a restriced fuel line or possibly have gotten a bad fuel pump. Make sure you use and original equipment pump (DELCO)
i had the same problem with my truck (1996 chevy 1500 4.3 liter) i changed my fuel pump and strainer and it still would not start after checking wiring, changing distributor cap and button and ignition switch. i checked fuel pump pressure output specs. in my chilten manual and found my truck should have 50 to 60 psi fuel pressure. to make a long story short the auto part store sold me the wrong fuel pump in 1996 4.3 started with the muti port fuel injection. 95 and before had throttle body injection that required 13 psi i took my box back to the auto part store and had a different person look up the part number and compared it to the number on my box there was one digit difference. if you still have your box give it a try. the pumps look identical. i guess i should have looked at the date on this question. i hope you have it running now. maybe this will help someone else
we rechanged the pump and still no more than 20 pis at the pump? yes its a delco and how can i test the line i really want to say thanks and any thing else you can tell me will be grate
