96 c1500 5.7 crank, no start and runs rough if weather cold.

What is your question?

Starts with starting fluid. Code 430 and engine light been on a few hundred miles. Used chemical cat cleaner; light did not clear and a week later it no start except with stating fluid in cold weather and codes 131,151-O² low voltage, also 171,174 lean system. Started and ran ok if weather was warmer. Then stopped starting even with starting fluid. Hear fuel pump most of the time and pressure at test port is barely a dribble.
