What is your question?
When the gas pedal is depressed all the way the suburban loses power like it is not getting enough fuel or too much. The exhaust doesn't smell like its running rich though. Replaced the fuel pump(been replaced twice in 5 years), fuel filter, 02 sensors, fuel injector cleaner, have pretty much narrowed it down to the fuel pressure regulator. was needing some info on how to install the fuel pressure regulator. thanks.

It would be a good idea to check your engine performance data stream, and do you have a Check Engine or Service Engine Soon Light on, if so, you really NEED to pull those codes, ASAP, and resolve those first, because that is what really controls your engine performance, your electronic fuel injection computer. How is your fuel mileage? You can check fuel pressure with a gauge, so please, do that first before you invest in a new regulator. The pressure test will tell you, in very certain terms, that you have a fuel pressure problem either too high or too low. You may have a flat spot in your Throttle Position Sensor, a defective Mass Air Flow Sensor a weak Ignition Coil etc. Usually when a Fuel Pressure regulator goes out, it fails to the high side, where there is too much pressure, because the diaphragm ruptures. Also, the Fuel pressure regulator only trims fuel pressure by about 2-4 psi, for about 20 seconds. I mention all this as a cautionary note, because, we see many people install parts that they are not really sure is the problem, and then they are out some money and their vehicle is no better off.
