Why are these dummy lights on at same time and I'm only getting approx 9 mph

However, it’s difficult to say what is going on without knowing which warning lights are coming on for you. The lights are clearly coming on for a reason though! Since you have multiple warning lights on and are getting such poor mileage, I’d definitely recommend bringing it to a certified shop to diagnose sooner rather than later to get properly diagnosed.
