To be able to pinpoint the problem, without performing a diagnosis is impossible. The ABS system will need to be scanned for Fault Codes, to see what sub system is malfunctioning. Based on your description, it could be an issue with a Wheel speed sensor, but a proper diagnosis would need to be done FIRST.
