No power on each item above. Tried to replace the Intrument Fuse for RDO1 - Audio System & IGN3 / Under HOOD fuses - CIGAR. Keeps popin. Is there like Relay Switch-Resistor or a Something that Regulates Power to these items before it hits the fuse.

If the fuse for this circuit keeps blowing, there is a short circuit problem. I would check the cig lighter first. Remove anything plugged into it, and look in the lighter socket, make sure nothing has fallen into the socket.
