My 1989 Cadillac brougham will not start, at first it would slow crank like low battery or bad starter. I checked the battery and it holds a strong 12. I change the starter to a new one and the starter stopped receiving power. I then changed out everything electrical that connects the ignition switch to the starter from the steering column, and still no power to the starter. I’ve looked for a bad ground and short but can’t find one nor can I find the correct diagram online. I think I’ve done everything that should have worked. And I have no idea what’s wrong.

Hi - Dave here, contributing to RepairPal and providing expert advice since 2010. When you say the battery "holds a strong 12" - do you mean you've done a load test on it and it sustains the load? Having 12 volts (which should be more like 12.4 - 12.7) doesn't mean much until it holds a load and then recovers. "No power to the starter" - do you have keys with a chip on them that need programmed? I do not know the year cut off. If so, they may need programming.
