What would make my passenger front tire lock up going forward but not in reverse

Driving home and when I tried to stop it made a noise that sounded like my axle had broke then my car would not go forward but I can drive it in reverse. Axle and hub assembly have been changed so I'm stumped but I need car for work on monday.

How long has your 1998 Buick Park Avenue had this problem?
