How to tell if I am having a emissions release.

What is your question?

There is what i believe to be an emissions release. When I initially turn it on, it idles high for about 30 seconds. Then it is fine, but it smells like possibly exhaust coming from underneath the vehicle. I don't believe it can pass an inspection. If the vehicle is stopped and and idled, the fumes seem to be a little more distinctive.

What makes this problem better or worse?

Only noticeable when idled
