What is the torque spec the idler pulley?

What is your question?

Need to change my belt tensioner and Idler pulley on my car due to high mileage. The tensioner is 25 NM + 90 degree angle, but can't find the torque specs for the Idler pulley.

What makes this problem better or worse?

The car just makes sounds and when I add lubricant it quiets down for an hour, but it returns.
