Car will not start. Dash lights come on, battery was replaced.

Hello, Can you give me more information? I need to know what the initial issue was, exactly what the car is doing wrong, and what happens when you try to start. What do you hear/feel/smell etc. Sorry, it's just one thing says the car has no power, but the other thing says dash lights are on.
