Deteriorated bushings allow more movement and vibration to transfer through the suspension into the cabin than they should. If the bushings are cracked, collapsed, or worn out replacing the control arms with fresh bushings could absolutely make a noticeable improvement in ride quality and handling feel. That said, if the control arms and bushings are still in reasonable condition the rough ride may be coming from other sources such as worn shock absorbers or struts, which are actually a more common cause of ride quality complaints on vehicles of this age and mileage. I’d recommend having a qualified shop do a thorough suspension inspection before purchasing parts, as replacing control arms is a fairly significant investment and you'll want to make sure they are actually the root cause of the rough ride before proceeding.
