how often replace timing belt on 2006 A4 Quattro with 70k miles

What is your question?

no specific problem but was told to replace timing belt at 70/75k miles. Car used mostly for short stop and go trips. Replacement cost estimated at $1400 to $2000 in local area! Also - the splash guard under engine fell apart and has not been replaced. Does this protect the timing belt?
