Car wont shift out of park. After 2-3 minutes it will but its getting worse.

Try to replace stop light switch or sometimes called brake light switch. It is located in a position where it will contact the brake pedal 2hen applied. After I was forcing linkage to get out of park a friend advised me about the $14.00 investment instead of fighting the linkage sometimes for 20 to 30 minutes before being able to get out of Park. Most likely it's only the switch most cars need to have brake pedal engaged before removing shifter out of Park some sensor that activates and allows is inside the switch which yours may be bad or worn out. very simple to replace it yourself takes 5 minutes 10 if not mechanically inclined.
