The monitors are basically tests that the cars computer runs on the emissions system. If there have recently been repairs done or the battery has been disconnected it is normal for them to be incomplete until the vehicle is driven for a while. If no repairs have been done or it has been driven 20-50 miles in varying city and highway driving since repairs, there could be something wrong in the system causing them to not complete which would require diagnosing the problem.
