What causes OBD-II fault code P0ABB?

The hybrid battery pack is composed of many individual battery cells (sometimes over 300 cells). Those cells are then grouped together. each group has a voltage monitor attached to it that tells the battery control module (or hybrid powertrain control module) the available voltage for each cell group. If a cell group's voltage is less than what it should be, code P0ABB is set.
