What causes OBD-II fault code P022F?

The Air Flap Actuator restricts airflow through the charge air cooler. The engine control module (PCM) controls the Air Flap Actuator. If the PCM cannot control the actuator, it will set code P022F.The PCM may also disable the turbo or supercharger to prevent further damage to the system.
