cranks ,has spark, has new plugs ,battery, has no fuel pressure at fuel rail .cranking engine or just setting. i was thinking the fuel pressure regulator or filter on top of the tank ? do i need to drop tank in order to get to it if that is the problem. any other suggestions.?

if there's no fuel pressure than I'd think that the pump's not running. The pump is in the top of the tank and you have to drop the tank to get ot it. Check that there's power and ground at the pump (you could lower the tank a little without removing it if you can't get to an electrical connector or the wiring. The pump should run for about a second when your assistant turns the key to ON while you are listening at the gas filler.
