Hello, The instrument cluster and totally integrated power module will handle these functions, and, really, the fault could lie with either of them, or the wiring harness. Based on your description, I bet there is a water intrusion issue. My advice is to disconnect the negative battery cable, have it towed to a repair facility and diagnosed.
