my a/c blows hot air like the heater is on and theres a tapping noise coming from under the dash

I think you're hearing a malfunctioning blend air door actuator. You need a diagnosis to find out what's wrong and get an estimate. If you were to remove the actuator and check for free motion of the door, you could assume that the actuator has failed, but that's not guaranteed.
