How often should the radiator be flushed on a 05Jeep Grand Cherokee? 6 months?

This is awful! Six months ago I had a complete "coolant exchange" done at Pep Boys (I know, my favorite mechanic was not available) it seemed like a good idea at the time.
I have been having difficulties getting the emissions to pass and my favorite mechanic discovered that the radiator needed a new thermostat AND was full of rust!!! He said it looked like it was filled with water!!! And now I'm freaking out.
Do I go back to Pep Boys (somebody please stop me!) and shake my fist in the air??? Ask for my $$$??? Ask for a whole new system to replace the rusted out one??? 😲
I wish my Dad was here for this one. HELP PLEEEASE!
