How do I correct a obdI code 14 on my 1994 nissan pickup that keeps coming back?

I installed a new vehicle speed sensor to try and correct the code 14 on my 94 nissan pickup, checked all connectors, and wires to the e.c.u. and harness, cleared dtc's and code 14 still comes back after a few miles of driving the vehicle. The speedometer works great no issues, but not sure if the information from the instrument cluster is reaching the e.c.u. or if the e.c.u. is faulty.
