Hello, I would say any mechanical components exposed to moisture where freezing is possible could possibly create a starting problem. But, there's no different between electronic throttle control in this case versus cable driven control -- except you are dealing with electronics instead of a mechanical cable. If the electric motor can't move the throttle as needed, it could be part of the cause of the concern. However, it could also be related to low battery voltage or another completely different performance concern - so testing is warranted.
