My battery is dead and does not allow a startup even after charging 15hrs using a trickle 12v charger connected to a power outlet to the house. I see an Engine light. I have OBD-II but there is not sufficient battery power to even use the current car battery to connect to the OBD-II Torque app
What makes this problem better or worse?

Hello, I'd resolve the 12 volt battery concern first. Obtain a known good battery and install it, then recheck. I will say that if you let the vehicle sit 18 months with no action at all, there's a chance the hybrid battery will need some attention as well and other possible issues.
