Odor from HVAC vents on Dodge Avenger

Problem Description and Possible Solution

Some vehicles may develop a musty odor coming from the HVAC system, Dodge has issued a cleaner/disinfectant and a coating for the evaporator designed to inhibit bacterial growth.

When the air/heater is turned on it smells musty. It will be musty for a few days, then get better for awhile. But then it starts to be musty again...
Smells like wet towels were left in the car over night. After replacing the cabin air filter, the car continues to have issues with an odor coming from the air conditioner.
Musty smell when any vent is opened. Been going on for years. Brought it up to the dealer on at least 3 occasions - no permanent result - just temporary.
2008 Dodge Avenger has the same musty smell. Replaced all air filters (not cheap) but only helped for a short time.
The musty smell is noticeable when either using the vent or air conditioner. It fades after a few minutes but does not totally go away.
MUST SMELL WHEN USING THE HEATER OR ESP THE AC WHEN FIST TURNED ON. REPLACED HEPA FILTER AND IT WAS BACK IN A MONTH
