broken bolts on exhaust manifold

3 bolts are broken on right side manifold, does the manifold need replaced or just the bolts. To my knowledge the manifold is fine, just broken bolts. How much would this repair cost?

What makes this problem better or worse?

It's loud and makes check engine light stay on
