Airbag light may be on due to blown fuse on Dodge Grand Caravan

Problem Description and Possible Solution

Triggered by a short in the rear wiper motor/circuit (which causes a fuse to blow), the airbag warning light can illuminate erroneously.

The airbag light appears when engine turned on. Not repaired as of yet, I'm asking what the issue is that might be the cause.
When starting car, the ABS light, Brake Light with exclamation point stays on. Radio, Turn Signals, and Fan won't work. Is this a blown IOD fuse, a problem with the ignition switch?
My daughter had the steering wheel lock up without knowing how to unlock it and she may have wriggled the key too much in lock cyclinder or turned the wheel too hard while in lock position. Dash board components working fine before this.
