What is your question?

The climate control blower works, but only blows outside air. The compressor never engages and it never gets cold. It tested high and was good. Also blew fuse 20 a couple times. We just bought this car at a Charity auction. It was obviously garage kept. No other obvious mechanical problems, except the glovebox lock. No noises or leaks.

What makes this problem better or worse?
