Surge in first gear if engine RPM does not drop immediately on Honda Civic

I just bought this car, a 2007 Civic EX, and it's surging just as the car is about to stop while I'm braking. I bought it for my wife, and I'm not sure is she's going to be able to handle it. I'm going to call the dealer.
At start-up, RPM is at 1300 and doesn't drop below 1000 RPM even it's been idling for 2-3 min. Because of this, shifting to D cause a jerk movement in the transmission. It started doing that at around the upper range of 70K.
motor mount went out got that fixed engind surge not fixed yet just found out I need egnition switch this car is nothing but problems
