What Does "Limit mph" mean on a 2004 Range Rover?

Hello, Most European vehicles, from VW to Bentley, have this feature installed to alert the driver when that speed is reached. It's just a minder to let you know that you have exceeded your intended speed. In your defense, nobody uses this feature, so don't feel bad for not knowing.
