Intermittent power steering problems normal then slightly stuff as I turn .

I have checked fluid belt and no noises from pump I'm stumped. Steering is fine in neutral and seems to have problems when I drive.

What makes this problem better or worse?

Seems to get slightly better when the engine is warm
