fuel pump doesn't come on when cranking engine. pump works when bypassed

This sounds like a typical bad Crankshaft Position Sensor or CPS failure. And a lot of times your Rover will not put up a error code for it. Easy (relatively) DIY repair. Did it myself on my 2000 LR DII.
