I see oil leaking out of the oil Filter housing. What does that mean?

Usually those housings have a black rubber gasket on them. It could be that the gasket has just failed and needs replaced. If the leak is only coming from where you stated, I think a new gasket will solve the issue. (An oil change never hurts though! car runs better on clean oil)
