I had this problem too, but fixed it by spraying contact cleaner into the blinker stalk pivot area in the steering wheel column.
I had the passenger rear blinker bulb replaced when it went out. Two weeks later it was "fast blinking" again. Then last week it was working properly. And now it is not. Two other issues have been going on at the same time. I had to replace the mechanism for that rear window. I also have had to manually raise the top twice because it would not respond. That seemed to be a circuit breaker event. So, when the window was fixed, I hoped that would make the top issue go away. So far so good on that. But then the blinker failed after those repairs. Miraculously the blinker worked fine after I had the top and windows down last week. Then blinker failed on the next trip, with top and windows up. Today I rolled down my windows and the blinker acted normal for a few cycles.
