Crank but No Start Condition and No Fuel Pressure on Saab 9-5

cranks wont start fire. replaced the crank position sensor. checked the direct ignition packs, they are ok. thinking it is the timing belt. dealer wants $750.00 to replace and install timing belt and water pump.
