2-3 Shift Flair From Automatic Transmission on Mitsubishi Galant

Problem Description and Possible Solution

Just bought the car second hand from a private party. Knew it had a few problems but took a gamble. Car shift hard shift when shifting from second into third gear. Would like to know a ballpark figure in regards to what I'm looking at for the cost of the repair.
when shifting from 2nd to 3rd gear it overrevs a little bit and goes right in to gear but if i floor it it shifts fine
02 galant just started not shifting out of 2nd.and rpm go very high at that time.even tried to shift it manually.please help.
When I take of from a dry stop it takes off kind of sluggish and when it's climbing into the higher rpms before shifting it makes almost like there's air pressure being released the engine is trying to put out the right amount of power,but something with the transmission is causing it to hold back..but the car just started this..and the noise only happens when the passing hear kicks in or climbing hi her rpms...PLEASE HELP...
When we purchased this car in September 2015 it has had the shift flair issue. Where when shifts from 2-3 gear it's very hard and feels like something is going to break.
Shakes at about 30 to 45 then it works fine. Also if I accelerate it hard it doesn't do it at all. Car is still at the shop being
