Sounds like you need brake pads and rotors turned.

If bulbs are dim it maybe that the dimer switch is not working or a bad connection, not the bulbs.

Its going to need a tec with a scan tool to fix that one.

I would check for a bad ground. also check battery cables and cable ends.

Check bulbs and bad connections at the back side of dash panel, sounds like an open circuit.
