OBD-II Code Decreased engine performance is defined as a Exhaust Gas Recirculation Throttle Control Circuit "B" High

While this code description suggests there is a fault within the EGR system, this code actually refers to an electrical issue with the intake throttle actuator. The Intake Throttle Actuator is what opens and closes the throttle plate on an electronic throttle body. When the engine control module (PCM) detects an issue with the intake throttle actuator, the PCM will set this code.
